Heat oil in a pot over medium heat. Add onion and garlic and cook for about 5 to 7 minutes, until onions are soft and translucent. Season with salt and pepper to taste and add red wine, tomatoes, and basil leaves, if desired. Bring to a boil, then reduce heat to a simmer and cook, stirring occasionally, until thickened, 20 to 25 minutes.
