Preheat oven to 400 degrees F.
In a bowl combine cranberries, sugar, cinnamon and nutmeg. In another bowl combine pecans, brown sugar and flour. Add butter and mix lightly with your fingers until crumbly. Fill a 2 to 2 1/2-quart glass baking dish with fruit mixture and top with pecan mixture. Bake until bubbly and golden brown, about 30 minutes. Serve hot or warm.
